If you’re asking this because you’re setting up or restructuring a church, I would start with a different question from “How many departments should we have?”
Ask: “What functions must this church be able to carry out well?”
A church doesn’t need 20 departments just because another church has 20. Too many departments can create titles without actually creating ministry.
For most churches, I’d think about the structure in these broad areas:
1. Prayer / Intercession
Someone needs to carry the prayer life of the church—not just organise occasional prayer meetings, but help cultivate a praying church.
2. Worship / Music
Choir, worship team, instrumentalists, music coordination and worship service support can sit here.
3. Children’s Ministry
Everything relating to children’s discipleship, teaching, teachers, safety and children’s church.
4. Teens / Youth Ministry
This focuses on discipleship, fellowship, development and outreach among teenagers and young adults, depending on how the church defines the groups.
5. Evangelism / Outreach
Helping the church intentionally reach people outside its walls—evangelism, community outreach, follow-up initiatives and missions.
6. Discipleship / Teaching
Bible study, new-believer development, workers’ training, discipleship classes and spiritual growth. In a smaller church, this may not need to be a separate department from the pastoral/teaching function.
7. Ushering / Service Experience
Welcoming people, seating, order during services, helping visitors and making the physical gathering work smoothly.
8. Media / Communications
Sound, projection, livestreaming, photography, video, graphics and digital communication. A church doesn’t necessarily need separate departments for each of these.
9. Welfare / Care
Helping members who are going through genuine needs, organising practical care and coordinating benevolence.
10. Hospitality
Welcoming guests, refreshments, special services, visiting ministers and other practical hospitality responsibilities. This can also be combined with welfare or service support in a smaller church.
11. Administration
Records, schedules, correspondence, documentation, departmental coordination and the practical systems that keep the church organised.
12. Finance
Offerings, accounting, budgeting, financial records, controls and reporting. This area particularly needs clear accountability rather than being treated as just another volunteer department.
13. Facilities / Operations
Cleaning, maintenance, equipment, venue preparation, security and other physical operations.
But here’s something I would strongly recommend:
Don’t turn every activity into a department.
For example, you don’t necessarily need:
Social Media Department
Photography Department
Graphics Department
Video Department
Sound Department
Livestream Department
Those could all sit under Media & Communications.
Likewise, you don’t necessarily need separate departments for Evangelism, Missions, Outreach and Follow-up if the church isn’t large enough to justify them. They can operate as teams under one ministry.
The same principle applies to choir, instrumentalists and worship leaders. They can function under one Worship & Music ministry.
The real test
Before creating a department, ask:
“What important responsibility will this department own?”
Then ask:
“Do we actually have enough people, activity and responsibility to justify making this a department?”
If the answer is no, make it a team or unit, not a department.
A small church with 8 well-functioning ministries is healthier than a church with 25 departments where nobody knows what they are actually responsible for.
And I would also separate departments from leadership offices. The pastor, elders, deacons, ministry leaders and administrative officers are part of the church’s leadership structure; they don’t necessarily need to become departments themselves.
The goal isn’t to build a complicated organisational chart. The goal is to make sure the important work of the church has an owner, capable people, clear responsibility and accountability.
That is what makes a church structure actually work.
